Chapters are the local face of a national organization and can greatly affect its reputation. For this reason, there is often a provision in the bylaws of a national organization that states that chapter bylaws may not conflict with the national bylaws. This simple statement raises more questions than it answers. How do we define “conflict?” What constitutes a conflict with the national bylaws? Can objective criteria be developed that will demonstrate the logic of this definition? How will we know it when we see it?
