The Franklin County Planning and Zoning Commission met for the first time Tuesday night since a legal decision forced changes to the way meetings are conducted . . . The board’s bylaws limit speakers to five minutes. The rule has been in place for a while, but it has never been applied to applicants.

The board had traditionally let applicants speak at length and limited everyone else to five minutes. After the court decision, the board was told everyone got five minutes. . .
